National
Road Safety Council and its Functions
The National Road Safety Council (NRSC) was
established by an act of Parliament in 1997. Its main statutory functions
are specifically outlined in Division one of Part two of the NRSC Act.
They are:

To determine the goals and objectives in the
promotion of road safety in Papua New Guinea;

To advise the National Government on all matters
relating to road safety which the Council may from time to time consider
desirable or which the National Government may refer to the Council;
-
To recommend to appropriate authorities the adoption
of precau- tionary measures of all kinds cal- culated to prevent accidents
involving the use of motor vehicles;
-
To foster, promote and conduct educational campaigns
designed to stimulate compliance with acceptable and proven principles
of road safety;
-
To enlist the aid of all agencies and individuals
who in the opinion of the Council are able to promote any acceptable and
proven principles of road safety;
-
To procure sufficient personnel and finance for
the purposes of the Council and to co-ordinate and control their use;
-
To foster and promote road safety research;
-
To determine measures which will lead to the
improvement of road safety in Papua New Guinea and to control and co-ordinate
the planning and implementation of such measures;
-
To monitor and evaluate the effec tiveness of
programmes and strategies of organisations involved in the promotion of
road safety;
-
To formulate, monitor and update an appropriate
long term national programme for the improvement of road safety in Papua
New Guinea and to supervise its implementation;
-
To consider and implement any other aspects of
road safety as may be referred to it from time to time;
-
To perform such other functions as are given
to it under this Act or any other law;
-
To advise the Minister and the National Executive
Council on all

or any of its functions specified in this section;
-
Generally, to do all such things as may be incidental
or consequential upon the exercise of its powers and the performance of
its funtions.

POWERS AND MEMBERSHIP
The Council has very broad powers and functions
to do all things connect- ed with the issue of road safety in Papua New
Guinea.
The Minister responsible for land transport
matters is currently directly responsible for all policy matters relating
to the operation of the Council. The council administers all policies and
directives of the Government through the NRSC Services organisation.
Membership of NRSC is drawn predominantly
from Government agencies, other bodies with an interest or expertise in
the area of road safety. These include the Traffic Division of the Royal
Papua New Guinea Constabulary, the University of Papua New Guinea, the
PNG University of Technology, the Motor Vehicle Insurance Trust and the
PNG Chamber of Commerce and Industry. The Minister, from amongst the membership,
appoints the chair- man and the deputy chairman. The current chairman is
Mr Bernard Kipit and the deputy chairman is Dr Vallipuram Puvanachandran.
This Council is currently serviced by a full-time Executive Director with
a staff of nine including the Secretary to the Council.
