Road Safety Council Service
The National Road Safety Council Service constitutes
the staff of the Council who are appointed under section twenty-three of
the Act. It is the executing arm of the Council responsible for the efficient
performance of the functions and effective management of staff as well
as the properties and resources of the Council.

Reduces the rate of severe and fatal accidents;

Affords safe travel conditions for all road users;

Conducts surveys and research for the development
and improvement of road safety;

Supports the promotion of environmentally sustainable
solutions.

Objectives and Functions
The objectives of the NRSC Service in serving
the Council are as follows:

Manage the Road Safety Act on behalf of the Council
and the implementation of its policies and the enforcement of the respective
regulations through various agencies

Provide technical advice to both national and
provincial governments on the issue of road safety
-
Provide and coordinate an efficient road accident
data collection system
-
Provide and coordinate an efficient database
in pavement sufficiency data and road classification data.
-
Provide professional and technical advice on
planning, design and implementation of black spots and promotion of traffic
management schemes to foster safety on neighbourhood streets.

Undertake technical investigations on causes
of accidents on roads, vehicles and road users and the effects of land-use
throughout Papua New Guinea.

Research into human factors in road accidents
and provide appropriate education to change the behaviour of drivers.

Initiate innovative rescue systems on vehicle
factors in road accidents and control functioning of equipment of the vehicles
Promote traffic safety checks, alcohol tests, speed limits, and greater
understanding of traffic laws and regulations.

Provide training of drivers and development of
professionalism in traffic laws and reg ulations.

Take the lead in road safety campaigns including
information distribution through radio, television broadcast and news media
as well.

Manpower and Organization
The present manpower strength of the NRSC
Services can serve the council for the time being. For the NRSC to become
fully functional and meet all its objectives and missions listed above,
we expect to recruit more staff in the coming year.
The organizational structure will evolve
together with training and specialization of the respective professionals,
in the fields of Traffic Engineering, Highway Engineering, Transportation
Engineering and Driver Behaviour. Also, functional distribution between
all responsible agencies can be easily identified and the respective agencies
encouraged to perform accordingly.
